No walking to be had around the reservoir itself - the road is not really safe, especially for families. Some seating near the dam wall, so good for picnic spot but not much else. Plenty of (paid for) parking to be had just a little way down the road from the reservoir. If you've got the energy, well worth taking the red hiking trail south into the forest to see some of the many pretty waterfalls downstream from the dam (see my photos). Four stars really given for this, as opposed to the reservoir on its own. Free tourist maps with main walking trails online at: mapy.cz

You can't walk anywhere near the water or on the dam wall. Nice view from a single point at the wall's edge.

Although there is an official parking, there is no safe route for the kids. The only option is to walk on the road, so I can't say it's safe. It's not allowed to get near the reservoir itself. Might be OK to use the bikes, but watch out for the cars.

The reservoir of the drinking water for the area is now unavailable for recreation, but the road close to the dam can be used for cycling, skating, or trikking (Trikke is device) - still, beware of idiotic drivers, the buds in the ear is not a good idea, the road is quite busy. The village below offers eating and accomodation and in winter also skiing (downhill &cross country)
